Editorial Policies

Aim and Scope

The journal aims to publish scientific results aimed at solving current problems in the field of transport, as well as construction and architecture.

The journal publishes original articles and research results aimed at improving technological processes, structural and other engineering and technical solutions, as well as methods, techniques, and tools for analysis, calculation, design, and operation of transport processes and systems, transport and other structures. The main scientific focus of the journal is technical sciences. It publishes scientific articles related to the development of transport and transport-technological systems of the country, its regions and cities; the organization of production in transport; railways, issues of survey and design of railways; management of transport processes; building structures, buildings, and structures; foundations and underground structures; water supply, sewerage, and water resource protection systems; construction technology and organization; the design and construction of roads, subways, airports, bridges, and transport tunnels.

Both domestic and foreign scientists, candidates for scientific degrees and titles are invited to publish in the journal.

Open Access Policy

This is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

  1. All scientific articles submitted to the editorial office of the Bulletin of Siberian State University of Transport are subject to mandatory peer review.
  2. The executive secretary determines whether the article meets the formatting requirements and then sends it to the editorial board for review, which selects a reviewer for the article. Reviewers may be members of the editorial board or other scientists and specialists (doctors and candidates of science) from STU or other scientific or educational organizations who have a scientific specialization close to the topic of the article and work in the field of knowledge to which the content of the manuscript relates.
  3. The review period for an article shall not exceed one month from the date of receipt of the manuscript by the reviewer.
  4. The review procedure is anonymous for both the reviewer and the author (double-blind peer review). The review is provided to the author of the manuscript without a signature or indication of the reviewer's surname, position, or place of work. A breach of confidentiality is only possible if the reviewer declares that the materials presented in the article are unreliable or falsified.
  5. If the review contains recommendations for correcting and revising the article, the executive secretary sends the author the text of the review with a suggestion to take them into account when preparing a new version of the article or to refute them (in part or in full) with arguments. The article revised (reworked) by the author is sent for review again.
  6. Articles not recommended for publication by reviewers will not be accepted for reconsideration. The text of negative reviews will be sent to the author by email.
  7. Once the editorial board has decided to publish an article in the journal, the executive secretary will inform the author. The text of the review will be sent to the author by email.
  8. The originals of the reviews are stored in the editorial office of the Bulletin of the Siberian State University of Railway Transport for 5 years. The editorial office of the journal sends copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request.

 

Publishing Ethics

The publication ethics policy of the scientific journal “Bulletin of Siberian State University of Transport” has been developed in accordance with the Copyright Law of the Russian Federation, the recommendations and standards of the Committee on Publication Ethics (COPE), and the experience of authoritative international scientific journals and publishers.

Principles of ethical conduct for authors of scientific publications

Authors are personally responsible for the text of the manuscript they submit and are required to adhere to the following principles:

  1. Articles submitted to the journal must be complete scientific research and contain new scientific results. Articles describing engineering and technical solutions and calculations for specific objects, performed using known methods and techniques and lacking scientific novelty, will not be published in the journal.
  2. Articles with materials that have been previously published or submitted for publication in other publications will not be accepted by the editorial board.
  3. All manuscripts received are checked for originality using the antiplagiat.ru system. The author is responsible for the content of the article. The editorial board has the right to withdraw an already published article if it becomes clear that someone's rights or generally accepted norms of scientific ethics were violated in the process of publishing the article. The editorial board is obliged to inform the author of the fact of the article's withdrawal. The permissible percentage of text borrowed from other sources is 25%.
  4. All persons who have made a significant contribution to the research must be listed as authors of the article. It is unacceptable to list persons who did not participate in the research among the authors. All co-authors must be familiar with the final version of the article and agree to its submission for publication, as confirmed by their signature on the Application submitted together with the article. All authors listed in the article are publicly responsible for the content of the article.
  5. If significant errors or inaccuracies are found in the article during its review or after its publication, the Editorial Board of the journal must be notified immediately.
  6. If artificial intelligence (AI) is used in conducting research and preparing an article, the GOST standards and the Code of Ethics in the field of artificial intelligence should be followed. The use of AI to circumvent the Antiplagiat system and for other purposes that contradict the ethical principles presented is not permitted. If such facts are discovered, the article will not be accepted for publication and will not be reconsidered.
  7. Authors are required to cooperate with the Editorial Board during the review and preparation of the manuscript for publication. Upon receiving the review, they must respond promptly to the comments and take into account the reviewer's comments and recommendations. If they disagree with the reviewer's assessment, the authors should send their reasoned comments to the deputy editor-in-chief. The revision of the article should take no more than one month from the date the review text is sent to the authors by email. If the authors refuse to revise the article, they are required to notify the editorial board. If no such notification is received and the revised article is not submitted within one month, the article will be withdrawn from consideration.

Principles of ethical conduct for reviewers

Editorial ethics require a fair and objective review process, independent of commercial interests and opportunistic needs, and adherence to the following principles:

  1. Manuscripts received for review are confidential documents that may not be disclosed or discussed with third parties without the permission of the Editorial Board.
  2. Reviewers are required to provide an objective and reasoned assessment of the research results presented. Personal criticism of the author is unacceptable. The reviewer must express their opinion clearly and reasonably.
  3. Unpublished data obtained from manuscripts submitted for review must not be used by the reviewer for personal purposes.
  4. A reviewer who does not consider themselves an expert in the subject area of the article or who knows that they will not be able to submit a review of the article in a timely manner must notify the deputy editor-in-chief and withdraw from the review process.

Principles of ethical conduct for editors and editorial boards

  1. The editor of a peer-reviewed journal is responsible for deciding which articles submitted to the journal should be published. The review of the work under consideration and its importance to researchers and readers should always be the basis for such decisions. The editor may consult with other editors or reviewers in making this decision.
  2. The editor should evaluate manuscripts based on their scientific content, regardless of the authors' race, gender, sexual orientation, religious beliefs, ethnicity, nationality, or political views.
  3. The editor and all editorial staff should not disclose any information about submitted works to anyone other than the author, reviewers, potential reviewers, other editorial advisors, and, if necessary, the publisher.
  4. Unpublished material presented in a manuscript should not be used in the editor's own research without the author's written consent. Privileged information or ideas obtained during the review process should be kept confidential and should not be used for personal gain. Editors should decline (i.e., ask another member of the editorial board to review and consider) manuscripts under consideration for which they have conflicts of interest as a result of competitive, collaborative, or other relationships or connections with any of the authors, companies, or (possibly) institutions associated with the articles.
  5. The editor should take reasonable action in response to ethical complaints about a submitted manuscript or published article, in cooperation with the publisher. Such action usually includes contacting the author of the manuscript or article and giving due consideration to the relevant complaint or claim.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

Bulletin of Siberian State University of Transport” use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

The editorial board of the Bulletin of Siberian State University of Transport allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.

 

Preprints

The editorial board of the “Bulletin of Siberian State University of Transport” encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.' 

A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Bulletin of Siberian State University of Transport”.

The author must notify the editorial board of the “Bulletin of Siberian State University of Transport” about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.

It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.

Do not delete the preprint text.

Manuscripts Accepted for Publication

The editorial board of the “Bulletin of Siberian State University of Transport” allows manuscripts that have been reviewed and are accepted for publication to be archived independently.

 This version of the manuscript may be disseminated through:

-   personal website or blog;

-   institutional repository;

-   disciplinary repository;

-   direct interactions with faculty or students by providing this version of the manuscript for personal use.

 

The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.

 

Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Bulletin of Siberian State University of Transport”.

 

Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

 

Final Versions of Manuscripts

The editorial board of the “Bulletin of Siberian State University of Transport” allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.

 This version of the manuscript may be disseminated through:

-   personal website or blog;

-   institutional repository;

-   disciplinary repository;

-   direct interactions with faculty or students by providing this version of the manuscript for personal use.

 Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
